Language Access

It is the policy of the California Department of Public Health (CDPH) to comply with Title VI of the federal Civil Rights Act of 1964 and California’s Dymally-Alatorre Bilingual Services Act (Government Code Section 7290-7299.8), which mandate CDPH to provide Limited English Proficient (LEP) customers meaningful language access to its programs. The CDPH is responsible for ensuring that all LEP customers have equal access to its available services, benefits and information.

CDPH commits to take reasonable steps to overcome language barriers to our public services and programs. To do this, our goal is to:

1. Communicate with you in your language, and 

2. Provide forms and documents accessible in your language.

If you believe CDPH has not provided service in your language or made our forms/documents accessible in your language upon request, then you may:

  • Contact the manager.
  • Submit a language access complaint using the following link.

Departments are required to have a process for receiving language-access complaints and should have information regarding their process posted in their public offices. If CDPH is unable to assist, or provide the requested language access, you may call the California Department of Human Resources (CalHR) Language Access Complaint Line at 1-866-889-3278.  This telephone number will connect you to a voice recorder where you can leave a message explaining the details of the complaint. The Bilingual Services Program will follow-up for resolution with CDPH.  These voice recordings contain instructions in the following languages: English, Armenian, Arabic, Cantonese, Farsi, Japanese, Korean, Mandarin, Punjabi, Russian, Spanish, Tagalog, and Vietnamese.  For assistance outside of these languages, contact CalHR's Bilingual Services Program at (916) 324-0970.
