Your Agency's Staff Training Plan

Overview of the Staff Training Plan

The purpose of the Staff Training Plan is to ensure that your staff has the knowledge and skills necessary to provide quality WIC services.  In addition to mandatory trainings, the plan should reflect training needs identified by ongoing assessment of findings from your agency's Nutrition Services Plan (NSP) and Continuous Quality Improvement (CQI) Plan.  The requirements for staff training, mandatory training, documentation of and approval for training are outlined in the WIC Program Manual Sections 190-00, 190-10190-20, and 190-30, the WIC Contract Management Binder (CMB) Chapter 9, and the FFY 2015 NSP Instructions, Section 4.  These requirements ensure compliance with Federal and State training mandates.

Considerations for Development

  • Staff turnover/increases;
  • Staff experience and skill level;
  • Whether staff responsibilities are well-matched with WIC Program goals and services, local agency nutrition education goals, and participant needs;
  • Changes in WIC policies;
  • Educator observations and findings from your PCE Learning Needs and Resources Assessment (LNRA) (FFY 2015 NSP Workplan, Goal 3: PCE);
  • Goals and activities described in your agency's PCE Implementation Plan (FFY 2015 NSP Workplan, Goal 3: PCE);
  • How well your agency incorporates PCE principles and techniques into staff meetings and trainings;
  • Training needs identified from NSP and CQI monitoring;
  • Nutrition education campaigns;
  • Demographic changes in your WIC population;
  • Current health trends in your WIC population;
  • Training sponsorship (e.g.: WIC approved, training by established professional organization, etc.); and
  • Whether training cost is reasonable compared to your agency’s overall budget. 


Local WIC agencies are required to develop and maintain a Staff Training Plan describing all meetings, workshops, conferences, and other training activities attended by staff.  The Staff Training Plan should be completed at the beginning of each new Nutrition Services Plan cycle, and updated as needed (at least annually). 

As part of the Staff Training Plan, a Training Log must be kept for each training activity to document content and attendance.

Items to include in your State Training Plan and Training Log are listed in the FFY 2015 NSP Instructions, Section 4: "Instructions for completing Staff Training Plan and Training Log".  The template at the end of Section 4 can be used to document your training plan, or you may develop your own form.  If you use your own form, ensure that it includes all required components.

Keep your training plan and logs updated and on file at your local WIC agency: These may be reviewed by state staff during program evaluation reviews and technical assistance visits.

   Required Trainings

    The following required trainings must be included in the Staff Training Plan:

  • Trainings provided annually for all staff and within the first year of employment for new WIC staff:

Ÿ Alcohol and drug abuse

Ÿ Civil rights

Ÿ Voter registration 

  • PCE trainings; and
  • Lactation education trainings.  
    Staff members must complete any missed mandatory annual trainings (civil rights, alcohol and drug abuse, and voter registration), and local WIC
    agencies must document completion of these follow-up trainings.

Training Approval Criteria

State WIC Program approval is not required for training events if all of the following criteria are met:

  1. Training event is consistent with the local agency Staff Training Plan;
  2. Training event is in California;
  3. Proposed attendees are WIC employees; and
  4. Registration fee, travel costs, and consultant fees are within guidelines stated in the WIC Contract Management Binder (CMB), Chapter 9).

Local agency staff members traveling to attend conferences or training that do not meet the above criteria must complete a WIC Local Agency Training and Travel Request form. The form must be submitted to the State WIC Program Contract Manager ten (10) business days prior to the event, unless the travel criteria described below has been met.
