ADAP Management Memos - Prior Years

Management Memoranda 2016

(MEDICARE PART D PREMIUM PAYMENT PROGRAM RELATED MEMO): Management Memo 2016-19 informs enrollment workers of the 2017 Medicare Part D open enrollment period and requirements, and provides a policy update regarding the Medicare Part D Premium Payment Program. 


(OA-HIPP RELATED MEMO): Management Memo 2016-18 informs enrollment workers that Covered California open enrollment period for 2017 coverage is November 1, 2016 through January 31, 2017. This management memo also includes copies of letters provided to clients informing them of this change.


Management Memo 2016-17 outlines acceptable documentation for proof of residency and HIV positive status as well as scanning procedures when submitting ADAP enrollment applications via the ADAP enrollment form portal and updates to the ADAP consent form.


Management Memo 2016-16 notifies enrollment workers of the addition of Elbasvir/Grazoprevir (Zepatier™)to the ADAP Formulary.


(OA-HIPP RELATED MEMO): Management Memo 2016-15 informs ADAP enrollment workers of the following changes the State Enacted Budget has on  ADAP: 1. Removes the ADAP monthly co-payment obligation requirement; 2. Allows the Office of AIDS, Health Insurance Premium Payment (OA-HIPP) program to pay health insurance premiums and medical out-of-pocket costs for all ADAP clients, including those with employer-based health coverage; and 3.Establishes a pre-exposure prophylaxis (PrEP) affordability program.


Management Memo 2016-14 informs ADAP enrollment workers of upcoming ADAP enrollment worker training dates and provides them with the form to sign up for attending the trainings. 


(OA-HIPP RELATED MEMO): Management Memo 2016-13 informs ADAP Enrollment Workers (EWs) of the new benefits component of ADAP’s Office of AIDS Health Insurance Premium Payment (OA-HIPP) program. Effective July 1, 2016, OA-HIPP program clients are eligible for outpatient medical out of pocket cost benefits.


Management Memo 2016-12 informs ADAP Enrollment Workers  that, effective 6/25/2016 the requirement to obtain prior authorization for the Meningococcal vaccine has been removed.


Management Memo 2016-11 serves to remind ADAP Enrollment Workers of ADAP policies and of the role of the ADAP EW in relation to the implementation of ADAP’s new contractors. This memo also provides important updates and covers some topics that were identified as “frequently asked questions” during the EW AJ Boggs eligibility system trainings that were conducted by AJ Boggs on 06/16 and 06/21.


Management Memo 2016-10 supplements Management Memo 2016-09 and provides additional information regarding ADAP’s transitional operations, Emergency Access process, and the ADAP Grievance Form. ADAP’s transitional operations are built around ensuring a smooth transition for ADAP clients and ADAP enrollment workers and ensuring that ADAP clients have continuous access to their life-saving treatment.


UPDATED 6/23/2016: Management Memo 2016-09  introduces ADAP’s new contractors and includes as an attachment the client letter that AJ Boggs will mail out to all ADAP clients on June 1, 2016


Management Memo 2016-08 notifies enrollment workers of the addition of Emtricitabine/Tenofovir Alafenamide (Descovy®) to the ADAP Formulary


Management Memo 2016-07 notifies enrollment workers of the addition of 9-Valent  HPV vaccine to the ADAP Formulary


The purpose of Management Memo 2016-06 is to inform ADAP enrollment workers that the Credible Coverage  letter is no longer an ADAP requirement for  ADAP clients who are Medicare eligible and elect and choose to keep their private insurance


Management Memo 2016-05 announces the release of the ADAP Special Power of Attorney form


Management Memo 2016-04 notifies enrollment workers of the addition of Emtricitabine/Rilpivirine/Tenofovir Alafenamide (Odefsey®)  to the ADAP  Formulary


Management Memo 2016-03 informs enrollment workers of the process for federal tax filing for individuals enrolled in OA-Health Insurance Premium Payment (OA-HIPP) Program and a Covered California health plan and updates prior guidance


 Management Memo 2016-02 informs enrollment workers of the ADAP Financial Hardship Co-Payment Reconsideration Request form and process 


Management Memo 2016-01 announces the addition of Ombitasvir/Paritaprevir/Ritonavir (Technivie ™) to the ADAP formulary



Management Memoranda 2015

Management Memo 2015-23 provides enrollment workers with updated tools from OA and Covered California for transitioning clients from ADAP to comprehensive health coverage.

Management Memo 2015-22 provides information regarding the addition of Elvitegravir/Cobicistat/Emtricitabine/Tenofovir Alafenamide (Genvoya®) to the ADAP formulary

(OA HIPP SPECIFIC MEMO): Management Memo 2015-21 informs ADAP Enrollment Workers that OA-HIPP clients who were co-enrolled in Blue Shield of California and Covered California in 2014 were issued refunds because Blue Shield of California did not allocate the expected amount of premiums towards all members’ health care services.  Because OA-HIPP is the payer of last resort and paid for the clients health insurance premiums the letter is instructing clients to return the full or partial refund amount to OA-HIPP

(OA HIPP SPECIFIC MEMO): This memo informs ADAP Enrollment Workers of the upcoming Covered California open enrollment period,  Covered California new enrollment and renewal requirements, and OA-HIPP documentation requirements. For your reference, attached to the memo are two client letters. The first letter was mailed to all ADAP-Only (uninsured) clients. The second letter was mailed to all OA-HIPP clients who are enrolled in a Covered California health insurance plan.

The Management Memo 2015-18 provides information regarding the addition of Elvitegravir (Vitekta™) to the ADAP formulary.

Management Memo 2015-17 provides notice that a letter has been mailed to each ADAP client regarding ADAP’s recent income eligibility criteria change. A copy of the client letter is attached to the memo. Also, the memo announces that the Insurance Assistance Consent Form has been updated.

Management Memo 2015-16 provides guidance on OA-HIPP application packet requirements for new and existing OA-HIPP clients. The fax cover sheet has also been updated to include a checklist of requirements for enrollment and recertification.

Management Memo 2015-15 provides Enrollment Workers with guidance regarding the revised Viral Load and CD4 test date requirements when enrolling or re-enrolling client into ADAP.

Management Memo 2015-14 announces the new income eligibility criteria for ADAP as a result of the revisions made to the California Health And Safety Code effective June 24, 2015. Income eligibility criteria for ADAP has changed to individuals with a Modified Adjusted Gross Income (MAGI) that does not exceed 500 percent of the federal poverty level per year based on family size and household income.

Management Memo 2015-13 is being sent out to notify all ADAP EWs that two vaccines (pneumococcal conjugate vaccine and meningococcal vaccine) have been added to the ADAP formulary. The memo is also to notify EWs that two obsolete antiretroviral drugs have been removed from the formulary.

Management Memo 2015-12 announces the changes for accessing Hepatitis C treatment through ADAP.

(OA HIPP SPECIFIC MEMO): Management memorandum 2015-11 is intended to provide information to all ADAP Enrollment Workers regarding the OA-HIPP Tool. The purpose of the OA-HIPP Tool is to provide guidance regarding OA-HIPP eligibility, enrollment, re-enrollment, and recertification. Eligibility Workers may use the OA-HIPP Tool as a checklist and guide as they enroll clients into OA-HIPP. The objective of the OA-HIPP Tool is to provide guidance in the process of screening prospective OA-HIPP clients for eligibility and maintaining current required documents in clients files for annual re-enrollment and recertification.

This memo is being sent to you to provide information regarding the addition of two new Hepatitis C drugs to the ADAP Formulary [ledipasvir/sofosbuvir (Harvoni®) and ombitasvir, paritaprevir, and ritonavir tablets; dasabuvir tablets (Viekira Pak™ )].

Management Memo 2015-09 outlines the scope of disclosure of ADAP client information for EWs at an ADAP Enrollment Site that is a Health Care Provider, Public Health Department, and/or a Community Based Organization. Attached to the memo are Confidentiality Tables and corresponding Flowcharts.

This memo is being sent to inform all Local ADAP Coordinators and ADAP Enrollment Workers that the new qualifying poverty levels for Medi-Cal Expansion (MCE) will be effective April 17, 2015.

Additional instructions on filing tax returns with a 1095A. Included is also the letter sent out to clients regarding APTC reconciliation.

Effective April 17, 2015, ADAP grace period for MCE eligibility determination will be reinstated to its original timeframe of 45 days.

Details the extended open enrollment period for Covered California, tax penalties for individuals who choose not to obtain health insurance and provides clarification regarding amended 1095As from Covered CA. Also includes a link to the 2015 ADAP-Covered California Formulary Comparison Chart which identifies antiretroviral and hepatitis C drugs on ADAP’s formulary with those on Covered California health plan formularies.  

Effective February 27, 2015, atazanavir 300 mg/cobicistat 150 mg (Evotaz™) tablets and darunavir 800 mg/cobicistat 150 mg (Prezcobix™) tablets have been added to the ADAP formulary.

(OA HIPP SPECIFIC MEMO): ARIES (AIDS Regional Information and Evaluation System) Consent Form is no longer required.

(OA HIPP SPECIFIC MEMO): OA HIPP eligibility requirements for individuals who are eligible for employer based health insurance. Also references an updated OA HIPP client responsibilities document (summarizing OA-HIPP re-enrollment and recertification requirements and answers to frequently asked questions).

(OA HIPP SPECIFIC MEMO): Details the application deadlines for new HIPP clients with Covered California plans and how existing Covered California clients should file their 2014 federal taxes.
