Local Health Department MCAH Program Fact Sheet

  • Implement programs designed to improve the health of California’s women of reproductive age, infants, children, adolescents and their families.


California receives federal funds called the Title V Maternal & Child Health (MCH) Services Block Grant. These funds must be used to assure:

  • Access to quality health care services for pregnant women and children.
  • Preventive and primary care services for children and youth.
  • Family-centered, community-based comprehensive health services to children with special health care needs. In California, the State MCAH Program distributes a portion of these Title V funds to local health departments to carry out these responsibilities.

Program Activities 

  • Assess and monitor the health status, health needs, and the health care services available to mothers, children, and adolescents, with a special focus on low-income populations.
  • Provide qualified professional expertise in public health, medicine, and public administration for program direction and coordination.
  • Work with community organizations and medical providers to coordinate outreach programs, which improve access to early and continuous prenatal care, and comprehensive child health care including dental care, with an emphasis on low-income individuals and families.
  • Provide community health promotion programs to reduce a broad range of health problems including: domestic violence, tobacco use, substance abuse, injuries, childhood obesity, teenage pregnancy, dental caries, and higher death rates among African-American infants.
  • Work with MCAH partners to promote breastfeeding through the development of healthcare policies and guidelines for programs, health care providers, and hospitals.

Who Benefits

  • All California women of reproductive age, infants, children, adolescents and their families, especially low-income families and individuals.

Who Provides Services
