California Immunization Registry Capacity to Receive Electronic Immunization Data
April 27, 2011
The California Immunization Registry (CAIR) is California’s statewide immunization registry network. CAIR consists of 10 regional immunization registries (mostly multi-county regions). For your convenience, we have broken down the regions into jurisdictions and their capacity to receive HL7 messaging. Please note that according to applicable law and practice, hospitals and providers seeking to submit an immunization test message should send only to their designated local jurisdiction to achieve Meaning Use.
This map provides a visual representation of California Immunization Registry (CAIR) capacity to receive electronic immunization information from provider and hospital Electronic Health Record (EHR) systems* pursuant to the standards and certification criteria set by the Office of National Coordinator** (ONC) and Meaningful Use objectives and measures set by the Centers for Medicare and Medicaid Services EHR Incentive Program.***

*The definition of EHR is an electronic record of health-related information on an individual that conforms to nationally recognized interoperability standards and that can be created, managed, and consulted by authorized clinicians and staff across more than one health care organization (HHS Office of National Coordinator April 2008 (PDF)).
**ONC specifies that EHR systems submitting electronic immunization information must be certified with the following standards: 1) Immunization Data Transactions using HL7 Version 2.3.1 Standard Protocol Implementation Guide Version 2.2 and 2) CVX message vocabulary. For the 45 CFR Part 170 Health Information Technology, please see: Initial Set of Standards, Implementation Specifications, and Certification Criteria for Electronic Health Record Technology (PDF).
